STEP 1)Know his full name
STEP 2) Be aware of which surnames are applicable under quota system. Some people don't use a surname. So they might be under reserved category.
STEP 3) If the person got there through reservation start thinking about how your next birth might be blessed like the doctor who treated you.

It was the Gurjars who showed courage and they got what they deserved - a mouthwatering 5% reservation for their valiant efforts forcing the governor to sign their petition. My heartiest congratulations to Rajasthan to become the first state to have a quota as high as 68% (for your knowledge OBC 21%, SC 16%, ST 12% EBC 14% and Gurjar 5%).
